Dalian is the largest single-site refining-and-petchem cluster in Northeast China and increasingly globally. Hengli Petrochemical's Changxing Island complex (commissioned 2019) is one of the world's largest integrated complexes at 20 Mt/yr crude refining plus 4.5 Mt/yr ethylene cracker plus 5 Mt/yr PTA plus polyester. The single-site integration enables Hengli to control the chain from imported crude through PTA to PET fibre at unmatched scale, and the park is now the NE Asia anchor for polyester / textile-fibre chemistry. Sinopec Dalian and PetroChina Dalian operate adjacent legacy complexes that supply the inland NE China market. Two operator-distinct points. First, the deep-water port handles VLCC tanker imports of crude and outbound chemical-tanker parcels, with pipeline infrastructure connecting the major plants directly to berth. Second, the Northeast China industrial-revitalisation policy (since 2003) provides preferential treatment for new petchem investment in Dalian.
