Lianyungang Xuwei Petrochemical Base is the newest of the major eastern coastal petrochemical hubs, anchored by Shenghong Refining's 16 Mt/yr crude refinery commissioned in 2022 (one of the largest single-investment petchem projects in Chinese history). The Shenghong-led integrated complex combines refining, 1.1 Mt/yr ethylene cracker, polyolefin, PX, PTA, and polyester staple-fibre and filament in a single-site chain that mirrors the Hengli Changxing Island Dalian model. Lianyungang's strategic positioning matters because of two factors. First, the port is the eastern terminus of the New Eurasian Land Bridge (the Lianyungang-Lanzhou-Khorgos-Almaty rail corridor that carries chemicals to Central Asia, Russia, and Europe), which gives Shenghong-sourced products a unique rail-bridge advantage versus other Jiangsu petchem parks. Second, Jiangsu province's post-Xiangshui (2019 chemical-park explosion) regulatory tightening rationalised the provincial chemical-park count from 49 to 29; Lianyungang Xuwei survived as a "consolidated future-growth" designation, while many smaller Jiangsu parks were closed.
