Zhanjiang Donghai Island is the BASF Verbund Site, BASF's largest single greenfield project in history outside Germany. The phased build-out (announced 2018, commissioning 2022-2030) targets a fully integrated petrochemical complex covering ethylene, propylene, butadiene (HS 290124), ethanolamines (HS 292211), ethylene oxide (HS 291010), polyols, isocyanates, and engineering plastics. Sinopec ZRCC's 16 Mt/yr crude refinery and 0.8 Mt/yr ethylene cracker (the BASF-Sinopec joint venture at Zhanjiang) anchor the upstream feedstock supply. Baosteel's adjacent steel-chemistry byproduct stream (coke-oven gas, tar acids, ammonium sulphate via blast-furnace gas-cleaning) is the secondary commercial chain. Two operator-distinct points. First, the BASF Verbund Site is positioned as BASF's Asian production base for engineering plastics and specialty chemicals; its merchant-export availability is constrained by BASF's internal customer chain through 2030. Second, Zhanjiang's deep-water port and ASEAN-China FTA proximity make it the most efficient export gateway for Indonesia, Malaysia, and Vietnam destinations among Chinese coastal parks.
