Cyclohexane under IECSC
C6H12 · 环己烷
Status: Listed. Cyclohexane is on the IECSC public portion. **Cyclohexane IS on China's Catalog of Hazardous Chemicals** (Flam. Liq. 2 plus Asp. Tox. 1 plus Aquatic Chronic 1 classification). Hazardous Chemicals Operation Permit required. NOT on Highly Toxic Chemicals Catalog. NOT on Easily-Made Drugs Catalog. **0% China VAT export rebate** for cyclohexane (HS 290211). China dominates global cyclohexane capacity led by Sinopec multi-site, CNPC, Hengli Petrochemical Dalian, Wanhua Chemical Yantai (verify percent-of-global share against ICIS or S&P Commodity Insights before quoting).
Cyclohexane is comfortably IECSC-listed but IS on Catalog of Hazardous Chemicals. NOT on Highly Toxic, NOT on Easily-Made Drugs. **0% China VAT export rebate**. China dominates global cyclohexane capacity. Production: benzene batch 22 hydrogenation (~95 percent globally). **KA oil intermediate to caprolactam batch 14 plus adipic acid batch 51 chains dominates** consumption.

Classifications under this regime
- Listed in China's Catalog of Hazardous Chemicals
- NOT on Highly Toxic Chemicals Catalog
- NOT on Easily-Made Drugs Catalog
- GB/T 17519-2013 Chinese-language SDS standard
- GACC HS code: 290211
- GB 6944-2012 Class 3, UN 1145
Restrictions and conditions of use
- **Hazardous Chemicals Operation Permit IS required**
- **0% China VAT export rebate**
- GB/T 17519 Chinese SDS required
Importer obligations
For Chinese-origin cyclohexane exported abroad, no IECSC obligation falls on the foreign importer. Cyclohexane is structurally captive within integrated KA-oil-to-caprolactam plus KA-oil-to-adipic-acid plants. Major Chinese producers: Sinopec multi-site, CNPC, Hengli Petrochemical Dalian, Wanhua Chemical Yantai.
Required documents
- GACC export declaration HS 290211
- GHS Chinese SDS per GB/T 17519
- Hazardous Chemicals Operation Permit chain
- GB 6944-2012 Class 3 transport doc

Glossary
IECSC, Inventory of Existing Chemical Substances in China
The Chinese national chemical inventory listing substances legally manufactured, imported, used, or sold in China before 2003. A substance not on IECSC requires a New Chemical Substance Notification (NCSN) under MEE Order 12 before it can be manufactured or imported into China. Functionally similar to TSCA in the US and REACH in the EU but with distinct procedural requirements.
