Zinc oxide (ZnO) under IECSC
ZnO · 氧化锌
Status: Listed. Zinc oxide is on the IECSC public portion. **Zinc oxide IS on China's Catalog of Hazardous Chemicals** (Aquatic Acute 1 + Aquatic Chronic 1 classification only). Hazardous Chemicals Operation Permit required (light hazard chain). NOT on Highly Toxic Chemicals Catalog. NOT on Easily-Made Drugs Catalog. **9% China VAT export rebate** for zinc oxide (HS 281700) per current organic chemicals chapter rebate schedule (verify before invoicing against the most recent MOF / GACC rebate notice). China dominates global zinc-oxide capacity (verify percent-of-global share against ICIS or USGS Mineral Commodity Summaries before quoting; prior reports cited approximately 45 percent at ~1 to 1.5 Mt/yr) led by Hebei Yuguang Gold and Lead, Shandong Jinhe Mining, Hunan Three Ring Zinc Industry, Guangdong Hongtai Zinc Industry, Yunnan Yongchang Industry.
Zinc oxide is comfortably IECSC-listed but IS on Catalog of Hazardous Chemicals (light hazard, Aquatic Chronic 1 only). NOT on Highly Toxic, NOT on Easily-Made Drugs. **9% China VAT export rebate**. China dominates global zinc-oxide capacity led by Hebei Yuguang Gold and Lead, Shandong Jinhe Mining, Hunan Three Ring Zinc Industry, Guangdong Hongtai Zinc Industry, Yunnan Yongchang Industry. **Rubber vulcanisation activator primary downstream chain** (~50 percent of demand).

Classifications under this regime
- Listed in China's Catalog of Hazardous Chemicals (light hazard, Aquatic Chronic 1 only)
- NOT on Highly Toxic Chemicals Catalog
- NOT on Easily-Made Drugs Catalog
- GB/T 17519-2013 Chinese SDS standard
- GACC HS code: 281700

Restrictions and conditions of use
- **Hazardous Chemicals Operation Permit IS required**
- **9% China VAT export rebate** for zinc oxide (HS 281700)
- GB/T 17519 Chinese SDS required
Importer obligations
For Chinese-origin zinc oxide exported abroad, no IECSC obligation falls on the foreign importer. Major Chinese producers: Hebei Yuguang Gold and Lead, Shandong Jinhe Mining, Hunan Three Ring Zinc Industry, Guangdong Hongtai Zinc Industry, Yunnan Yongchang Industry.
Required documents
- GACC export declaration HS 281700
- GHS Chinese SDS per GB/T 17519
- Hazardous Chemicals Operation Permit chain
Common compliance traps
The pitfalls that have bitten importers on this lane in the past. None of these is theoretical.
- **Hazardous Chemicals Operation Permit chain** (light hazard category)
- **9% China VAT export rebate**
- NOT on Highly Toxic, NOT on Easily-Made Drugs
- Major Chinese producers: Hebei Yuguang Gold and Lead, Shandong Jinhe Mining, Hunan Three Ring Zinc Industry, Guangdong Hongtai Zinc Industry, Yunnan Yongchang Industry
- Production: French process (~80 percent globally), American process (~15 percent), wet process (~5 percent)
- Major end-use rubber vulcanisation activator (~50 percent) drives Chinese rubber industry export demand for tyre + footwear + general rubber goods

Glossary
IECSC, Inventory of Existing Chemical Substances in China
The Chinese national chemical inventory listing substances legally manufactured, imported, used, or sold in China before 2003. A substance not on IECSC requires a New Chemical Substance Notification (NCSN) under MEE Order 12 before it can be manufactured or imported into China. Functionally similar to TSCA in the US and REACH in the EU but with distinct procedural requirements.
