Dongying is the heart of Shandong's "teapot refinery" cluster, the historically-significant region of large privately-owned refineries that grew from Shengli oil field-side processing into national-scale crude refiners. Sinopec Shengli plus Shandong Wanda plus Shandong Dongming together carry over 22 Mt/yr crude refining capacity, and the city historically supplied a meaningful share of Chinese fuel and petrochemical refined-product demand. Beijing's 2017 to 2020 consolidation policy on "teapot refineries" tightened crude-import quotas and forced rationalisation of the Shandong private-refining sector; the surviving complexes are now structurally larger and more chemicals-integrated than the legacy fuel-only refineries. The Shengli Oil Field Chemical Industries cluster supplies oilfield-chemistry products (drilling fluids, completion fluids, EOR chemistry) to the Shandong-Hebei oilfield network plus Russia-CIS-bound exports via rail. Two operator-distinct points. First, the Dongying-area refining capacity remains the largest single-region refining concentration in China (roughly 4x the Maoming-Zhanjiang Guangdong cluster); it dominates Northern China fuel and aromatics markets. Second, the Shengli oil field is a maturing field with declining production; Dongying refineries are increasingly fed by imported crude from Saudi Arabia, Russia, and Africa, which shifts the economic dynamics over the 2025-2035 horizon.
