Sinopec Jilin Petrochemical, founded in 1954, is China's first modern chemical industrial complex and the historical anchor of the Chinese chemical industry alongside Lanzhou Petrochemical (1958, the first oil refinery). The park is structured around the original Sinopec Jilin complex, which produced China's first commercial-scale methanol, ethylene, and synthetic rubber, and continues to be one of the larger NE China inland chemical sources. The synthetic-rubber capacity (SBR, BR, NBR) competes with the Lanzhou cluster for tyre-and-rubber-goods supply; the methanol production is part of the Northeast China gas-to-chemicals chain that complements the larger Erdos and Yinchuan Ningdong coal-to-methanol routes. Two operator-distinct points. First, the Northeast China industrial-revitalisation policy makes Jilin Petrochemical a strategic-investment candidate, but the city's landlocked geography (1,200 km from Dalian Port) limits export competitiveness against coastal complexes. Second, the Jilin-via-rail to Russia and CIS markets is the export pathway for the synthetic-rubber and methanol chemistry; Russia-China FTA preferential treatment applies to outbound rail freight from Jilin via Harbin and Manzhouli.
