Lanzhou is China's first modern oil refinery (commissioned 1958) and the historical anchor of Chinese refining capacity. CNPC Lanzhou Petrochemical's 13 Mt/yr refining capacity is modest by modern standards, but the synthetic-rubber complex is the largest in China; Lanzhou produces SBR, BR, NBR, EPDM, and IIR butyl rubber for tyre and technical-rubber-goods customers across East Asia and the Eurasian outbound corridor. The park is landlocked (1,800 km from Tianjin Port via rail) but compensates via the Lanzhou-Lianyungang Eurasian rail line and the Lanzhou-Xinjiang freight corridor; outbound rail to Central Asia, Russia, and Iran is the operator advantage that no coastal park matches. The city has the highest concentration of refining-catalyst R&D in China (the CNPC Lanzhou Catalyst Plant has been the catalyst R&D base for Chinese refining since the 1970s). Two operator points. First, Lanzhou-via-rail to Almaty (Kazakhstan) is sub-2-week and the rail-bridge advantage compounds versus ocean-freight to Black-Sea destinations. Second, the seasonal cold-chain logistics matter: winter rail freight from Lanzhou requires special handling for chemicals that crystallise below minus 20 °C.
