Karamay is one of China's three earliest oil-field developments (alongside Daqing and Yumen) and the anchor of Xinjiang petrochemical capacity. CNPC Karamay Petrochemical and CNPC Dushanzi Petrochemical operate adjacent integrated complexes that together carry roughly 18 Mt/yr crude refining capacity plus a 1.2 Mt/yr ethylene cracker at Dushanzi. The signature product family at Karamay is premium lubricant base oils; the Junggar-Basin crude has unusually low sulphur and high-quality wax content that yields Group II and Group III lubricant base stocks suited to high-performance engine oils, automatic transmission fluids, and aerospace lubricants. Karamay supplies a meaningful share of Chinese premium base-oil demand and exports to Central Asian and Russian markets via the Khorgos rail border crossing. Two operator-distinct points. First, the rail-bridge advantage is enormous; Karamay sits roughly halfway between Beijing and Almaty, and Khorgos-bound chemical freight from Karamay reaches Kazakh and Russian destinations days faster than coastal-port routes. Second, the Xinjiang autonomous region preferential rates and Belt-and-Road investment incentives keep new chemical-investment announcements active despite the geographic distance from coastal markets.
