Xiamen Haichang has had a complicated chemical-industry history. The 2007 PX (paraxylene) protests in Xiamen triggered the relocation of the planned Tenglong / Xianglu PX project from Haichang to Zhangzhou Gulei, which marked a turning point for Chinese chemical-park siting policies and increased local-government environmental-impact-assessment scrutiny nationwide. Today's Haichang Industrial Zone hosts smaller-scale refining, chlor-alkali, and specialty chemistry plants, plus Xiamen Haichang Pharmaceutical and various Taiwan-invested specialty operations. The strategic positioning leverages Xiamen's ASEAN trans-shipment hub status (Xiamen Port is one of the major chemical-tanker ports for Indonesia, Malaysia, Vietnam, and Philippines destinations) and the cross-strait chemicals-trade arrangement when Taiwan-China political conditions permit. Two operator-distinct points. First, Xiamen-sourced chemicals carry the cross-strait-friendly origin marker that some Taiwan-buyer chains prefer; this is a niche but commercially distinct positioning. Second, the post-2007 PX-protest legacy still shapes local approval of new chemical-investment projects; commodity petchem expansion in Haichang faces tighter EIA than in less-protested coastal locations.
