Yancheng Binhai Chemical Industrial Park exists today as a much-reduced remnant of the original Xiangshui Chemical Industrial Park, the site of the March 2019 chemical-park explosion that killed 78 workers and triggered the largest single regulatory-tightening event in modern Chinese chemical-industry history. Beijing's post-incident response was sweeping: the Xiangshui park itself was closed and the area redesignated for non-chemical industrial use; Jiangsu province rationalised its chemical-park count from 49 down to 29, with most of the closures concentrated in coastal Jiangsu sub-clusters that mirrored Xiangshui's mix of small-and-medium specialty-chemistry plants. The current Yancheng Binhai operations consist of a small consolidated tenant base producing mostly dye intermediates and selected pesticide chemistry under tightened MEE oversight, with annual output drastically below the pre-2019 peak. Two operator-distinct points. First, the Xiangshui legacy still affects Chinese chemical-park investment policy in 2024-2025; siting reviews are noticeably stricter than they were pre-2019, and Beijing's preference shifted toward larger consolidated parks (Lianyungang Xuwei survived; smaller satellite parks were closed). Second, the post-incident regulatory documentation requirements at Yancheng Binhai are among the tightest in China, which gives surviving tenants a cleaner-than-average compliance posture for export-buyer documentation needs.
