Carbon black under IECSC
C (amorphous) · 炭黑
Status: Listed. Carbon black is on the IECSC public portion. **NOT typically on China's Catalog of Hazardous Chemicals at industrial-grade purity** for properly conditioned commercial-grade carbon black (verify against the most recent MEE Catalog of Hazardous Chemicals before relying; freshly-produced carbon black may carry transport restrictions). NOT on Highly Toxic Chemicals Catalog. NOT on Easily-Made Drugs Catalog. **China VAT export rebate** for carbon black (HS 280300) per current organic / inorganic chemicals chapter rebate schedule (verify the rate against the most recent MOF / GACC rebate notice before invoicing). **China dominates global carbon black capacity (verify percent-of-global share against ICIS or S&P Commodity Insights before quoting)** with major Chinese producer Black Cat Carbon Black ranking among the world's top carbon-black producers (verify world-rank against producer's investor site before quoting). Major Chinese producers: Black Cat Carbon Black Jiangxi Chaoyang plus Tangshan plus Korla plus Liaoning Chaoyang operations, Jiangxi Black Cat Carbon Black Jiangxi operations, Longxing Chemical Stock Tianjin operations, Suzhou Baohua Carbon Black, Maoming Petrochemical Carbon Black, Shandong Yongdong Carbon Black, Shandong Huadong Rubber Materials (verify each producer-site pair against the producer's public website before relying on a specific plant).
Carbon black is comfortably IECSC-listed; typically NOT on Catalog of Hazardous Chemicals for properly conditioned commercial-grade. NOT on Highly Toxic, NOT on Easily-Made Drugs. **China VAT export rebate** rate per current schedule (verify before invoicing). China dominates global carbon black capacity; Black Cat Carbon Black ranks among the world's top producers (verify world-rank). IARC Group 2B since Volume 93 (2010).

Glossary
IECSC, Inventory of Existing Chemical Substances in China
The Chinese national chemical inventory listing substances legally manufactured, imported, used, or sold in China before 2003. A substance not on IECSC requires a New Chemical Substance Notification (NCSN) under MEE Order 12 before it can be manufactured or imported into China. Functionally similar to TSCA in the US and REACH in the EU but with distinct procedural requirements.
